1996 Jeep Grand Cherokee Limited...MY NOX ARE TOO HIGH....

I have taken my car 3 times for Smog and have failed all 3 times. We have replaced the Cat and exhaust, fuel filter and have given it a complete tune up and I am still failing @ 799 with a 508 limit on the 15 mph test. I am passing the 25 mph NOX test, but I don't know why I can't pass the 15? Any help or suggestions would be great! Thanks!!!

Checked the EGR system thoroughly-its job is to reduce the combustion temperature to lower the formation of oxides of nitrogen.
