DOES NOT MAKE NO NOISE WHEN TURN IT OVER AND ITS NOT BATTERY CUZ LIGHTS AND RADIO STILL WORK

Have helper turn the key to the start position while you check for 12 volts at the smaller wire on the starter. If you are getting the power, and the starter doesn't work, replace the starter.
