1994 Jeep Laredo Hearing Whining Noise why turning

I keep Hearing Whining noises when I make left,right turns. The wheel is quite stiff.

Also what fluid goes in the recepticle opposite the windshield wiper in the engine. It is the recepticle on the passenger side.

Make sure the ps fluid is full. Also, can you take a picture of the other item you are refering to and upload it for me?
