1993 Jeep Laredo won't start

93 jeep cherokee laredo, new battery, new starter. when i turn the key it clicks once.put in neutral and tried to start and put key all the way forward and moved shifter slightly back and forth and made same clicking noise. Pushed truck back a little thinking something isn't engaging but nothing.
