1997 Jeep Grand Cherokee multiple cranking attemps to start

Engine Mechanical problem
1997 Jeep Grand Cherokee V8 All Wheel Drive Automatic 130k miles

In AM after sitting 2 /3 /4 times must crank to start then engine falters 5 seconds then runs perfect! After even short drive shut off restart no problem longer sits more chance will take more than one crank then dosn't allways falter Live in Las Vegas in summer when HOT outside on occasion sometimes starts and engine contunes to falter till I shut off and re start, HELP traceace also not sure if this related but when hammer throtel have loud whisle sound possible from fule tank area fule pump? Help Help! I am a Marine Corps vetran on social security wife with MS We are poor I will donate but not sure how much is fair amount to can't afford to much if cost to much to fix our transportation.
