1984 Jeep CJ7 taping noise in the head

Is there a more likely or simpler fix for the taping in the head or should I rebuild the complete top end, Valve job, lifters, rods, camshaft, timing gears and chain ?

Do a valve job-lifters/camshaft replacement others your discretion
