1984 Jeep CJ7 Instrument lights

My instrument/gauge lights will not work. All of my bulbs test good. My headlights, high beam indicator light work. Just cant't get any of the indicator lights to work. Is there a relay or switch that controls all of these lights?

It is probably the 3 amp fuse or the light switch. Thats all that controls the lights.
