1984 Jeep CJ7 Brakes wont work

Brakes problem
1984 Jeep CJ7 6 cyl Four Wheel Drive Automatic 190K miles

Brakes are all new form wheels to fire-wall,,,all blead with no air in lines ,,,,Vac line hooked up with good suction,,,,Start motor the peddle go's to the floor???? ummmm WHY?
