Need alittle more info does the starter crank engine?
and will not fire up? or no stater operation?

we tested the battery and the starter and they both were fine but it wont crank or turn over

Maybe ignition switch put test light on solenoid terminal ie. small wire turn to start. Shlud light if no then ign. switch faulty. Automatic or manual trans? could also be neutral safety switch Or clutch switch

Ignition switch, neutral safety or clutch switch also corroded batt terminals
