what fuse controls the horn on a 2004 grand cherokee overland. if it i not the fuse why is the horn not working

Welcome to the forum, the problem is usually in the steering column. But, you can check the fuse, fuse 18-- 15 amp in underhood fuse box. Also, the horn relay should be in the same fuse box. When you check fuse, use a testlite, make sure fuse circuit is hot.
