2003 Jeep Cherokee Fuel rail leak

On the fuel rail, the dampener is dripping fuel. I understand that the rail is not a serviceable item. Should I be planning to replace the rail to solve this leaking or should I be looking at the fuel pump as the problem? Is the dampener leaking because it's worn out or is it leaking fuel because the pressure is wrong, inconsistant or something else?
