I experience a very annoying and loud high pitched noise

During speeds of 20-55 MPH I experience a very annoying and loud high pitched noise, similar to a tea kettle or someone letting the air out of a balloon. Ive been experiencing it for about 2 months. No effects noticed.The noise is from the right front wheel. I took it to a mechanic who suggested new rotors. I'm a little skeptical...any thoughts?

Get the noise going and lightly apply brakes if noise goes away then pads and min. turn rotors or replace. this guide will help walk you through the job.
