I will sorta REVISE IT, and you tell me if this is correct.
Other shops had removed your wheels.
THEN
You had your Wheels (Rims and Tires) Removed at a Reputable Shop of some sort.
Your rims and tires were put back on at the same shop.
WHOEVER (at this same shop) DEALT with your WHEEL REMOVAL. He removed your L-U-G-N-U-T-S and NOTICED that ONE of your WHEEL STUDS (SOMEHOW came out of its hole----AT THIS SHOP!) AND DISSAPPEARED into your BRAKE DRUM?
HE informed you that this had happened.
The big question here is.
WAS IT THAT WAY, WHEN IT ARRIVED THERE? And he informed you that HE HAD FOUND IT LIKE THIS, before he had begun his work. (Or told you this when he finished)
OR Was it there, with a lugnut on it, and the STUD fell out, At this location, when the lugnuts were removed?
IF THEY KNEW IT WAS IN THERE and MADE NO MENTION THAT IT MUST BE REMOVED to PREVENT DAMAGE INSIDE THE BRAKE DRUM?----Or BRING THIS TO HIS SUPERIORS ATTENTION?
Well the Stud had already fell out----Damage that might occur in the future. Already done---WHY CAN YOU NOT. GO AHEAD AND ROTATE THE TIRES?
It is most unfortunate, that the stud came off. This may have happened to anyone removing the wheel. Anywhere. And SURELY, If you had REMOVED 4 or 5 or 6 Lugnuts and put them on the floorand notice there is not enough studs to replace them Back On, when you reinstall (DUH!)
I suspect it would sorta get your/ their attention.
The thing that would PIZZZZZZ Me off (Greatly Concern Me). Its sorta like saying. The bolts all fell out of your Steering wheel. Come back to see us. Bye-Bye!

I would approach them (Boss) With the Delima, In a professional manner.
You might have a cleancut friend in a Dark Suit with you----but the only thing he can say is, "I'm Just His/Her Friend and I'm just here to observe". Only if Asked
When you arrive, converse with your suited friend. Out front, in veiw, out of earshot, for a couple of minutes. Do alot of pointing!
He cannot express any opinion--but folding of his arms and concerned looks, is his job (do not over do it). HE MUST NOT GET INVOLVED IN YOUR CONVERSATION w/ Owner! You must speak with confidence and not---FREAK OUT!---Do not mention LEGAL stuff, Just what happened, who said what to you, what happened to your Jeep, What you want---that will satisfy the problem. This is your BLUFF! Do not mess it up!
The last thing you do is leave a Pre-Written Paper with your name, number. And your REQUEST, with the person you talked to.
Thank them! And leave as if you were leaving church. NO REMARKS
I have had many experiences with females, if you are a female, It may be too late to Implement the "Nice Aprroach", which I have described above. You'll have to "wing it". If the "Not so Nice" Deal has already been enacted.
Give it a few days. If no results
I took someone, at a business, some flowers after I got no results, I told them it was a really nice day, and I wanted them to have something nice, to remember me by. (My situation was similar to yours, but I did get results soon)
