2000 Jeep Cherokee Running light on passenger tail light

Hi! I have a 2000 Jeep Grand Cherokee. I am having an issue with the passenger side tail light. My brake and reverse lights work, but with the head lights on, my running light does not work on that side. I replaced the entire tail light, and it still does not work. Any help would be greatly appreciated! Thanks!

Behind pass side kick panel fine junction box will need to unbolt from pillar so you can access back. Fuse 23 powers front and right rear taillight. check to see if power is on Dark Green/ yellow.
