2000 Jeep Cherokee rear seat belt retractors

Good afternoon,

I have a nanny that needs to install two car seats in her Cherokee but it seems that both retractor mechanisms are not working. I've pulled the shoulder strap all the way through to wait for the click but nothing happens. It will not lock the car seats into place and has too much play in the seat belt to drive them around. Do you think that both mechanisms are bad or am I doing something wrong. It seems like it should be relatively simple. It just seems strange that both would be bad and she has had car seats in this vehicle before. Does the car need to be on for the locking mechanism on the shoulder strap to work? Please advise. Thank you for your time.

Assume you are talking rear seats? if yes check owners manual it will have instruction on installing child seats. Also give belt a sharp pull does it lock?
