2000 Jeep Cherokee Brake Noise

in 1994 I got new ceramic pads, rotors turned, the whole deal--the last 3 years my front brakes won't stop squeeking. 2 different garages said pads are fine, cleaned them and less than a month later they started again. one mechanic told me I would just have to live with it. I noticed this weekend going over a mountain pass that when I pressed the brakes at certain times, the front end would shake all over the road--to the point I was scared I was going over the edge--are these 2 problems related? help

As for brakes new rotors would solve turning is O.K. for metalic pads but ceramic are hader than Chinees Algebra. rotors get a little thinner and if finish was not cut smooth and had bit marks from cutting looks like a record and harmonic sound is made ie. squeal
