1999 Jeep Cherokee Question regarding very low gas mileage.

i change oil, replace all the spark plugs, and it has no spark plug wires just a long coil pack that boots on the spark plug. Im getting about 10 to 13 mph, the truck runs good but the rpm is a llittle low, around 650 and 700 rpm. I think the rpm is suppose to be around/or close to about 1000 rpm.
