1999 Jeep Cherokee V8 Four Wheel Drive Automatic

There is a jeep that I want to buy and I am concerned about the condition that it is in. I would like some advise as to what the jeep might have and the cost for labor and parts that will be looking at so that I know if I should buy it or not. The jeep is in basically good condition. It has a new motor but I am concerned about the black smoke that is coming out of the exhaust. The jeep starts but it emits the smoke and after a while the car turns off.

Sounds as its running very rich (to much fuel )
I would have it checked by a local shop or tech before I buy it
