1999 Jeep Cherokee Fuse keep blew when it replace new

1999 jeep grand cherokee has a fuse problem (cavity#8 fuse:15amp Lt.blue(overhead console,rear wiper,IP lights,rear flipper glass solenoid)is causing a short.I put new fuse in it made a spark&broke again how can I fix this.

sounds like there is a short in the wiring or one of the components that are on that circuit are internally shorted. it would have traced down and repaired .
