1999 Jeep Cherokee cooling fan wont start

My cooling fan won't start? The fan spins when you put 12v to it and the fuse/breaker is good. Where is the sensor to tell the fan to come on? Or could this be a relay problem?

Could be the temperature switch if it has one or the coolant temperature sensor tells the computer to activate the fan relay.
