1999 Jeep Cherokee cold starting

I have a 1999 Jeep Cherokee which runs fine after it warms up to full operating temperature. When the engine is cold, it will not idle or run below about 1500 RPM. What sensor is defective?

since its when the engine is cold i would suspect a faulty coolant temperature sensor, see how that works for you.
