1999 Jeep Cherokee Break lights

My driverside break light shines bright while my headlights are off, or the vehicle is off. When I turn the lights on and apply the break pedal my brake light goes off. The bulb works, the fuse is not busted, and the passenger side is fine. Where could the problem be?

INSURE your bulbs (all that may be involved) are all the way in. CORRECTLY! (NOT just jammed in any old way)

If NO-GOrun temporary jumper from NEG GRD BATT to housing/ NEG on wire/ to bulb/ touch GRD screws/ etc. That would ground that system---

TOUCH ONLY-ONLY-ONLY GROUNDS. If one of these operations makes it work. Repair that problem.(GROUND). Like I said, "POSSIBLE HELP"
