1997 Jeep Cherokee TRansmission seals

My jeep won't change gears or will take a few seconds to go fron 2nd to 3rd to 4th or sometimes wont go to 4th at all. Took it to a trans shop and said that probably the seals need to be replaced and about $1400 is that a fair price? Or should i look around more. I have a feeling its something electrical and not mechanical. Maybe a solenoid or sensor. I already replaced the TPS sensor and speed sensor. Please help.

Honestly, I am not sure in your area but here in my area $1,400 would rebuild the Tranny.

Also, if it were a sensor or solenoid that year would usually set the engine light on. So it is a good possibility that it is the seals.
