1996 Jeep Cherokee LIGHTS WONT CUT OFF

the front and rear side lights came on by them selves and won't cut off without disconnecting the battery. I have changed out the headlight switch, checked the fuses, what else could be wrong? Prior to this problem i have had an ongoing problem with the dash lights flickering in and out.

could be one of three things, most likely, the headlight relay, is stuck in a closed circuit(bad) and needs replacement. another possibility would be the daylight running lights relay, if this model has one. then of course, the body control module could be at fault with a burnt out connection. for the illumination. of course try the cheapest first. Keep me informed
