1995 Jeep Cherokee Voltage

What is the normal operating voltage of the alternator. When I first purchased the vehicle it was always over the 14 mark and over the last 2 years I have replaced the alternator twice. It is never over 13.1 V now. Could there be a reason it is so low? I have had a new radio installed and replaced the fog lights with brighter ones.

Check your battery open voltage should be 12.4 volts or better. If not load test the battery if it won't hold up 9.6volts in 10secs replace it.

It has been tested and is fine. I replaced the alternator today and at it's highest voltage it is 13.1 and it lowest (lights on, radio on) it is at 12.6. I did not try the a/c or any other accessories. When I step on the accellerator the volts don't go up. Does this year have an external voltage regulator? Could that be the problem?
