1995 Jeep Cherokee Parking brake

I recently replaced my parking brake which hasn't worked for a while. The main brake is a disk brake with a drum for the parking brake. New pads and adjusters. I had a professional look after it still wouldn't work and he unsiezed the pad actuators so they apply even pressure to each of the pads. After all that the parking brake will hold 2200rpm with the car in reverse but in drive the brake does almost nothing.

An effing month goes by and you guys don't respond. FYI it needed new drums. You might as well say donate money for an answer or F-k off.
