1994 Jeep Cherokee Alternator/Battery

I tested the battery and the battery tested good; the alternator is charging the battery from anywhere between 10.3 and 12 amps/volts, is this low enough for the alternator to be bad or could it be a fuse or something else?

that is weak, you need to test alternator. most auto part stores will test the alternator for you, free of charge on or off of vehicle.
