1992 Jeep Cherokee can the shifter keep the truck from star

The knob on our gear shifter came off and there is a small white plastic piece aprox. 5 in. long with some bubble like bumps on it and is free to remove, can this prevent the truck from starting?

If not able to put it in P yes it will not start
But if able to use it and put the shifter in park or N the truck should start
