1992 Jeep Cherokee brakes work like @#$%^& !!!!!

When I step on the brakes, they work, but not very well. They take forever to stop the car, and the pedal doesn't aven go half way to the floor. There's plenty of fluid in the reservoir, and the pads are just fine. Any thoughts ? Jim Gray- shadows59@juno.com

Sounds like there is air in the lines, or moisture in the fluid - in which case the fluid must be changed.
