1989 Jeep Cherokee overheating

I have a '89 Jeep Cherokee Larado. It over heats at lower RPM's. I have changed the thermostat, the fan clutch, the auxiliary fan and the radiator. I still overheats at low RPM's. If I increase the RPM's to around 3000, the engine will cool. I get percolation out of the coolant reserve bottle. I need help!

Could be a sign that the water pump is getting old and weak and not being able to supply enough coolant circulation at low temps.

Also could be a error with fuel mixture or ignition timing.
