1995 Jaguar XJS dashboard lights are off

all the dashboard lights are off as well as the driving lights - interior lights still work and headlights work if I start with brights and after a few minutes flip to normal and signal/flashers work. Trying to get some insight as to what the issue might be to determine if I should use my friendly neighborhood mechanic or the dealer
