1986 Jaguar XJS Loping at idle

It lopes at idles to fast. normal iddl speed,if I set up the idle around 12rpm it goes away, but thats too high. I replaced the fuel pump, flushed lines, replaced headgaskets and had heads redone. it runs fine when going down road, but when stopped lopes and sometimes stalls......HELP !
