1997 Jaguar XJR speedometer is not working

The speedometer is not working, neither is the odometer and the power steering seems sluggish. The battery voltage is fine and the belts are fine. What could be the problem?

Ok first be patient as Jag has not provided much for wiring diagrams and or diagnostics on this so I am having to depend on what I can find and it isn't a hole lot ok. First off I would like you to check fuse number 16,2,12 and 5. Make sure that they are all good and if so then we will go from there and make sure there is power to the instrument cluster. We will also have to check the VSS so you will need a digital multi meter ok. Get back to me on the fuses and we will go from there.
