2001 Jaguar XJ8 V8 Wheel Drive Type unknown Automatic 77796 miles

whenever it rains or i wash my car, water fills up around the gas cap. there appears to be a drainage plug next to the cap. if that is what it is, how do i unclog it?

use a thin piece of metal wire to unclog
