Although I hear the steering column adjustment motor when I activate the control switch, the steering column fails to both tilt and telescope in and out. Is there a separate unit for each function of tilt and telescope, or is it one unit. Please advise as to what parts would likely be needed to address this issue. Thank you.

There are 2 seperate units on the column. I would check fuses (auxillary) before you buy any parts.
