Hi there,
Start with checking the power steering oil and the drive belt tension, if all is OK you will have to go to a dealer and get a system pressure check done as the pump pressure may be low, the reason the steering is better at speed is that it is a variable pressure system and the power steering cuts back at higher road speeds as it is not needed, if it did not do this the steering would be feather light at speed and that is not desired.
