I recently purchased a 1996 Jag XJ6 with 145K miles. Everything appears to work with the exception of the mirror and steering wheel memory. Both systems have no working ajustment. I checked out the fuses and OK. I'm assuming the problem is with the Mirror/Steering wheel ECU.
Is there a way to confirm my analysis and where is the ECU located?

The only way you can tell for sure if it is the ECM is to have the system scanned. Without special equipment and diagrams it's extremely difficult to test yourself.
