Got an engine light, scanner says P0411 which "secondary air injection, improper flow"

smog pump.

I tested the wiring harness and it gave me 14V, took the pump off and gave it 14V and it spun for about 10 seconds and then quit. I cant get it to spin anymore. I am leary of spending 150$ to find out it wasnt the pump or that I cooked the pump and there is still something else wrong.

Is this the proper way to test a smomg pump? What component is detecting the improper flow? Anything else I can check?

I would normally check an automotive motor with an ohmmeter testing for continuity. Although, I have done it the same way you did on occasion. If you had 14V at the connector going to the pump but, the motor didn't run, you may have josteled it enough to make contact internally to run for a few seconds until it went out again. From what you say, I believe it was a bad pump.
