fan will not come on.I ran ground to engine block to fan harness fan came on but one problem switch is not working I bypassed everything else. is there a short or do I need a new relay ?

ELECTRIC COOLING FANS
The electric cooling fans are driven through the fan control relay module in a series circuit (low speed) or in a parallel circuit (high speed) depending on the need for engine cooling. The fan control relay module (Green case) is located in the left front fender adjacent to the charcoal canister. Access to the module is through the fog light access panel.
COMPONENT TESTS
TWIN THERMAL SWITCH
The twin thermal switch is located at the lower left side of the radiator.
