2004 Jaguar X-Type tcm programming

after replacing the tcm with a new from jaguar parts tcm, does the tcm need in-vehicle programming? I have 1 code on the dashboard that will not clear. I have asked this question of several jaguar dealer service techs and it has been 50-50. It should be 100% yes or no! Thanks.

the TCM should not need reflashing if purchased new
