When turning the wheel, I hear a noise that sounds like it is coming from the steering wheel itself. Sort of a whinning sound. Does not do it all the time. Only when siting still and turning the wheel like moving out of a prking space.Does not sound like power steering pump. I am in the reapir industry and familiar wth that sound.

have a friend turn the steering with engine running in park while you look/listen for the noise under the bonnet/hood
