what causes when I turn the steering wheel I am hearing a little wiscling sound?

I have the same problem. The dealer was going to charge me 260.00. It was not covered under my warranty so I am taking my car to another shop. I was told that the pwer sterring fluid needs to be drained and then put new power sterring fluid in.
