heater malfunction

2001 jaguar s-type approx.70,000 miles 3.0 engine ,when temprature on the a/c control unit is raised to maximum the air is diverted to the floor but does not get hot , I have replaced a/c and heater control unit did not solve the problem ,could the problem be the interior temprature sensor,or the heater bypass valve or some thing else ?

I also have a 2001 S-Tyoe with 120.000+ miles and I am having heating problems also. Both top and bottom. Have been told to flush tha raduator and back fludh the heater core to make sure that htety are not plugged.
