2003 Other Jaguar Models Cabin Fogging Up

My Jaguar has a problem with fogging up after about 5 Mins of driving it. When i turn on the Defrost i can hear the A/C kicking on to pull the emoisture out of the air but there is no change. The only way we can clear this problem up is by opening a window. Any suggestions?
