Based on your description, it does sound like the starter may be the issue. First, take a look through this link. It explains how the starter works.

After reading the aforementioned link information, we need to test the starter itself. Either you can remove the starter and have it bench tested at a parts store (most will do it for free) or you can check it yourself. Using a multi meter/volt meter, you will need to check if there is power to the smaller wire on the starter solenoid. That wire should only get power when the key is in the start position. Otherwise, it should not have power. The larger wire is directly from the battery, so it is always hot. Make sure not to short it.
If needed, here are a couple links describing how to use a test light and a volt meter. Keep in mind, you will need a helper to turn the key to the start position while you check for power. If there is power to the small wire in the start position, the starter is bad.
