1994 Isuzu Truck Blower Motor

I get 12 Volts at blower motor connector but motor don't run. If I touch the fan blades and spin a little it starts to run.
Should I replace it or is there way to fix it.

Hi,Also See If you Have A Ground At that connector To the blower motor ,If so You need To Replace The blower motor. They Are Not Repairable.
