I had the front axle accuator and solenoid replaced a couple years ago after the TOD indicator light would flash continuously and not engage. My 4wheel TOD worked for a while and stopped. The indicator lights act as if it is working but the actuator is no engaging. The front drive shaft is engaging properly. I had a mechanic check the actuator and vacuum lines. They seemed to be fine. I don't know if the solenoid went out again or if the TOD control unit is fried. How can I check these components before replacing? If this turns out to be an expensive fix can I have this converted to a mechanical lockout hub?

With key on and traction control engaged, you can check for 12 volts at the connector for the solenoid. If yes, check for continueity with an ohmeter at the coil on the solenoid. If no, the solenoid is bad. Also, with engine running, be sure you have vacuum at the solenoid.
