1989 Isuzu Trooper Poor Mileage

Bought this SUV two years ago, and have never been able to get over 17mpg city/hwy combined.

Engine starts easily under all conditions, idles smoothly, has the usual Isuzu lifter 'tick' and stumbles a little when cold, but no other driveability issues.

I added a clean, used K&N air filter, plus new plugs, points, rotor, cap; checked timing. Also, two tank treatements of Barrysman injector cleaner.

Only things left, I think, are the Oxy Sensor, and the Injectors. Any other thoughts?
