1998 Isuzu Rodeo Question 4 cyl Two Wheel Drive Manual

I HAVE A PROBLEM GETTING ENOUGH FUEL TO THE INJECTORS. IHAVE TO PRIME THE THROTTLEBODY. BEFORE IT START. ONCE IT STARTS IT RUNS OK.IT HAVE NEW INJECTORS/FUEL FILTER/AIR FILTER /SPARK PLUGS/WIRES.IT ALSO HAVE 20Lbs of fuel presure.but it will not hold will engene is off.what can it be.thank you

That 20psi is too low-it should read 42-55psi for normal pressure-recheck the fuel pressure
