1995 Other Isuzu Models heat not very warm

any ideas? my heat is lukewarm in the winter.dont think it is the thermostat as i never overheat.blower motor works,nothing appears stuck on levers,temp gauge does not move from cold position (connected to same problem?)

ideas?

replace the thermostat and flush the coolant system and heater core !!
